Historical Background (last updated March 2011)
The Association of Universities and Colleges of Canada (AUCC) has prepared the following document which explains what a copyright tariff is and answers questions specifically related to the Access Copyright Post-Secondary Education Institution Tariff, 2011-2013. Access Copyright Tariff – FAQs – AUCC (Dec. 2, 2010). (pdf)
On December 23, 2010, the Copyright Board issued an Interim Statement of Royalties to be Collected by Access Copyright, along with the Access Copyright Interim Post-Secondary Educational Institution Tariff, 2011-2013, and a version of the interim tariff that tracks the changes between the interim tariff and the AUCC model license (track version). Reasons for the Decision of the Board were issued on March 16, 2011.
The Interim Tariff was amended on April 7, 2011. Here is the most recent version: Access Copyright Interim Post-Secondary Educational Institution Tariff, 2011-2013, along with the Board’s Reasons for the Decision of April 7, 2011.
AUCC has prepared an FAQ related to the Interim Tariff: Access Copyright Interim Tariff – FAQs – AUCC (Feb. 14, 2011). It outlines the relationship between the Tariff and the former Access Copyright agreement and provides guidance on what can be copied without obtaining copyright permission. The document refers to “digital copying.” Note that UBC has not elected to be covered under this portion of the new tariff.
